Here's the official link for SteamCMD. After it's downloaded and extracted go ahead and run SteamCMD. This will pull up a command prompt window that looks like this. In the SteamCMD window type 'login anonymous' without the quotes. If done properly you'll see the following.

This ID changes every time the game is updated so you'll have to re look it up whenever there is an update. The next thing we do is lookup the mod that we want to get off of steam. Let's head on over to the steam website to find a mod we want.

Say we want a newer mod that's only on the steam workshop. We only want to focus on the numbers here, though. This is what we'll use in SteamCmd. So as of now we have the two main bits of info we need.
